Red Cell

Red Cell is an emergency alert system that leverages the existing cellular telecommunications infrastructure to provide real-time alert notification to decision-makers and warning, in a very surgical manner, to appropriate personnel in a cell tower footprint. Detection (e.g. sensors) and analysis (e.g. dispersion modeling) systems coupled with notification systems (e.g. Red Cell) provide the basis for an emergency response framework. IDHS members will develop concepts of operations for employment of the cellular infrastructure for a priority notification of cellular device users of impending emergency situations, within a discreet cell tower footprint. The CONOPS shall consider multiple scenarios, to include force protection, terrorist actions, natural disasters (e.g. tornado, fire), and local emergencies (e.g. Amber alert, toxic material release).
