Message from the IDHS Executive Director
In each of the earlier IDHS Newsletters, we have spoken of the opportunity to build an institute from the ground up and to lay the foundation for its future. Last month, IDHS had the opportunity to compete for the creation of a new research and development center -- the Homeland Security Institute. In partnership with Virginia's Center for Innovative Technology (CIT) and the Potomac Institute for Policy Studies (PIPS), IDHS responded to a request for proposals for a Federally Funded Research and Development Center (FFRDC) to support the Department of Homeland Security. Although the FFRDC selection has not been made at the time of this writing, those involved in the proposal development are satisfied that we produced a very high quality product in a very short time. It became clear also that IDHS and PIPS have sown the seeds for a highly productive relationship that will produce future benefits for our members, regardless of the outcome of the FFRDC selection.

Another exciting opportunity is the upcoming Advanced Concept Technology Demonstration (ACTD) Industry Outreach Conference. IDHS and CIT are partnered with the Deputy Under Secretary of Defense for Advanced Systems and Concepts to sponsor the event as an outreach to the research and development community. The one-day conference is an event not to be missed, and will be presented on March 30 and 31 (same program each day) at the CIT headquarters building in Herndon, Va. Details and instructions for online registration are discussed below and on the IDHS website events page.

We are planning IDHS Industry Roundtables in Northern Virginia and the Richmond area for later in the spring. In the summer of 2004, we will host the sequel to last year's highly successful IDHS Research Summit. As always, we welcome your input as we work together to transition today's research and technology into tomorrow's defense and homeland security capability.


CIT, IDHS and DOD to Host ACTD Industry Outreach Conferences
The Advanced Concept Technology Demonstration (ACTD) Industry Outreach Conference aims to increase industry's understanding of the ACTD program and to identify mature or maturing technologies that can be rapidly transitioned to the nation's warfighters.

Primary attendees should be representatives from industries that have had limited or no exposure to the ACTD program and have promising technology that can be rapidly transitioned to troops in the field. Attendance is limited (approximately 100 representatives each day), and both days will have an identical agenda. Attendees are requested to register for just one day.

In addition to providing a better understanding of the ACTD program, there will be time on the agenda for discussions between industry and officials from the office of the Deputy Under Secretary of Defense for Advanced Systems and Concepts (AS&C) about the processes used to generate defense needs and the technology-based solutions available to meet those needs. AS&C representatives will be prepared to discuss a range of technical research and engineering programs under way in the Department of Defense.

The conference is being held at the headquarters of Virginia's Center for Innovative Technology (CIT) in Herndon, Va.

There is a registration fee of $50 per day per attendee. CIT's normal refund policy does not apply to this event; no refunds can be issued. The conferences will not generate profits -- the fee will cover the cost of facilities, lunch and refreshments.

IDHS's ACTD Status
Last month, IDHS Executive Director Hugh Montgomery attended the Advanced Concept Technology Demonstration (ACTD) Breakfast Club meeting. More than 50 ACTD proposals were presented and reviewed, including the IDHS proposals for Red Cell, Remote Presence, and Wild Canary. The Breakfast Club presentation slides and other proposal details are available in the members-only section of the IDHS website.

In February and March Mr. Montgomery is briefing potential Combatant Commander (COCOM) ACTD sponsors or operational managers, as well as exploring other opportunities for the proposed demonstrations. Updates will be posted on the members-only section of the IDHS website.

IDHS, CIT Partner with Potomac Institute on FFRDC Proposal
In January, IDHS, CIT and the Potomac Institute for Policy Studies submitted a competitive proposal to create a federally funded research and development center (FFRDC) for the Department of Homeland Security. The multi-year, multi-million dollar proposal for a Homeland Security Institute would bring together industry and university expertise to meet current and future homeland security requirements. Although the solicitation is now closed, it is still online. The proposals continue to be reviewed, and any developments will be posted on the IDHS website.


HSARPA Announces SBIR Winners
The U.S. Department of Homeland Security's Science and Technology division recently announced that 66 small businesses have been selected for Small Business Innovative Research (SBIR) contract negotiations. These firms were chosen by the Homeland Security Advanced Research Projects Agency (HSARPA) from applicants to the Department's first SBIR program solicitation in November 2003. The press release announcing the SBIR awards is available online.

The next DHS HSARPA SBIR solicitation (2004.2 ) is expected to be released on or about 1 May 2004.

This two-day forum will provide briefings on technology, R&D and T&E requirements for the Department of Homeland Security, as well as how, where, and when to apply for DHS funding. Detection Strategies for Low Vapor Pressure Chemicals
March 11-12, 2004
The Homeland Security Advanced Research Projects Agency (HSARPA) is sponsoring a two-day workshop to discuss Detection Strategies for Low Vapor Pressure Chemicals. HSARPA is looking for input to help it refine a potential solicitation in this area, which is anticipated to be announced shortly after the workshop. ACTD Industry Outreach Conference

Virginia's Homeland Security in the News
ODU-Affiliated Agency Contracts to Test New Military Technology
The Virginia Modeling Analysis and Simulation Center has won a $10 million government contract to develop simulation technology for the U.S. Joint Forces Command. (Virginian-Pilot, February 4, 2004)

Community Colleges Launch National Homeland Security Effort
In response to a growing national need to develop better training and new programs related to homeland security, the American Association of Community Colleges announced the appointment of a 21-member task force to define a long-range strategy for the nation's 1,173 two-year colleges. Among the task force members is Robert Templin, president of Northern Virginia Community College. (American Association of Community Colleges, January 16, 2004)

The Looming Threat
Bioweapons are much more prevalent and virulent than most people realize, according to the cover story of Acumen, the Journal of Life Sciences. The article quotes extensively from Serguei Popov and Ken Alibek, both of the National Center for Biodefense at George Mason University.

New Technology to Boost Homeland Security
A non-exclusive license agreement signed by the U.S. Navy and Fredericksburg, Va. based Science and Technology Research (STR) is expected to bolster homeland security by equipping American office buildings, factories, shopping malls and cruise liners with the same chemical detection technology currently used on Navy warships. With the non-exclusive license, STR can now manufacture and sell a basic version of the patented Shipboard Automatic Chemical Agent Detector and Alarm to non-federal government and commercial entities.
